Requests Congress to call a constitutional convention under Article V for the sole purpose of proposing an amendment to the Fifth Amendment's Double Jeopardy Clause.

Proposes that the Double Jeopardy protection against multiple prosecutions or punishments for the same offense shall not apply to any person, including law enforcement officers, accused of killing an unarmed person.

Urges other state legislatures to apply to Congress to call such a convention, as two-thirds of states must apply before Congress is required to act.

Specifies that the proposed amendment would become valid upon ratification by three-fourths of the states.

Directs copies of the resolution to be sent to the President of the Senate, Speaker of the House, Mississippi's congressional delegation, and presiding officers of all state legislatures.
