Proposes amendment to Article 3 of Mississippi Constitution creating new Section 32A establishing the right to life as the paramount and most fundamental right of a person, with exception for capital punishment after conviction.

Declares that rights to autonomous bodily integrity and privacy do not explicitly or implicitly include the right to abortion.

Defines "person" to apply to all human beings from conception to natural death, with "conception" meaning the earliest stage of development of a human being.

Specifies the amendment does not affect contraceptives or birth control methods that do not kill a person, in vitro fertilization or assisted reproduction that do not kill a person, or medical treatment for life-threatening physical conditions intended to preserve life.

Requires submission of proposed amendment to qualified electors at election on first Tuesday after first Monday of November 2012.
