Commends Thomas Higgins for his public service as Choctaw County Supervisor of Beat 4, retiring on December 31, 2011 after more than a decade of service.

Recognizes Higgins' tenure as Board of Supervisors President from November 6, 2006 until his retirement, during which the county budget more than doubled.

Highlights major accomplishments during his 11-year service including construction of a Justice Court Building, Solid Waste Building, county jail, community center, three fire stations, and courthouse renovation.

Credits Higgins with adding ten fire trucks, assisting in locating three power plants and multiple new employers, and paving over 15 miles of roads in Beat 4.

Directs that copies of the resolution be furnished to Mr. Higgins, the Choctaw County Board of Supervisors, and the Capitol Press Corps.
