Recognizes Dr. Phil A. Sutphin upon his retirement after 24 years as President of East Central Community College in Decatur, Mississippi, beginning in 1988.

Commends Dr. Sutphin for introducing numerous programs and projects including a Hotel, Restaurant and Culinary program, Mississippi Virtual Community College online instruction, Smith Union Phase II completion, and campus infrastructure improvements.

Notes that enrollment at ECCC rose over 40% to surpass 3,000 students under Dr. Sutphin's leadership, with doubled revenue and computer and technology upgrades maintaining the college's fiscal strength.

Acknowledges Dr. Sutphin's community service involvement with Habitat for Humanity, the Decatur Planning Board, East Mississippi HealthNet, and various boards of directors, earning him Newton County Citizen of the Year (2004) and Decatur Citizen of the Year (2008).

Directs that copies of the resolution be furnished to Dr. Sutphin, the Board of Trustees of East Central Community College, and Capitol Press Corps.
