Recognizes Dr. Phil A. Sutphin upon his retirement as President of East Central Community College in Decatur, Mississippi after 12 years of service in that position

Acknowledges his 24 years of total service at ECCC in various capacities, including Dean of Instruction (1991-2000) and Dean of Students (1988-1991)

Credits Dr. Sutphin with increasing ECCC enrollment over 40% to surpass 3,000 students and implementing numerous programs including Healthcare, Hotel/Restaurant/Culinary, and Mississippi Virtual Community College for online instruction

Notes his leadership on campus improvements such as East Mall landscaping, Smith Union Phase II completion, Davis Building, walking trail, and new lighting projects, as well as his role in regional economic development initiatives

Honors his community service involvement with Habitat for Humanity, local boards, and recognition as Newton County Citizen of the Year (2004) and Decatur Citizen of the Year (2008)
