Amends Section 41-29-142 to add drug or alcohol treatment or rehabilitation facilities to the list of protected locations for drug trafficking penalties.

Establishes a 1,500-foot buffer zone around drug or alcohol treatment facilities where drug sales are subject to enhanced penalties (up to twice the standard penalty authorized by Section 41-29-139(b)).

Creates a second offense enhancement requiring a mandatory minimum sentence of 3 years to life imprisonment for drug sales within 1,500 feet of a protected facility after a prior conviction under this section.

Second offense offenders may also face fines up to three times those authorized by Section 41-29-139(b) in the court's discretion.

Takes effect July 1, 2012.
