Elections for school board trustees representing added territory in municipal separate school districts must be held on the first Tuesday after the first Monday in November, conducted by county election commissioners in the same manner as general state and county elections

Candidates must file a petition with at least 25 qualified elector signatures and an affidavit with the county election commissioners at least 60 days before the election (previously a shorter deadline)

Removes the requirement that voters must be physically present at the time and place of the election to be eligible to vote

Repeals Section 37-7-213, which required election notices to be posted, published, and announced in a specific manner

Requires submission to the U.S. Attorney General or U.S. District Court for the District of Columbia for preclearance under the Voting Rights Act of 1965 before taking effect
