Appropriates $1,000,000 from the Health Care Expendable Fund to the Department of Finance and Administration for fiscal year 2013 (July 1, 2012 - June 30, 2013).

Funds designated for supplemental health insurance for state-employed law enforcement officers, including highway patrolmen, conservation officers, and other state law enforcement personnel who voluntarily participate in optional supplemental health insurance programs.

Directs the Insurance Division of the Department of Finance and Administration to establish guidelines for allocating appropriated funds among eligible law enforcement officers participating in approved optional supplemental health insurance programs.

Effective July 1, 2012.
