Amends Mississippi Code Section 41-29-146 to prohibit sale, manufacture, or possession with intent to distribute of any substance falsely represented to be a controlled substance or prescription drug.

Exempts law enforcement officers acting within their employment and authorized medical practitioners, pharmacists, and other persons authorized to dispense or administer controlled substances from the prohibition.

Establishes felony penalties of up to 5 years imprisonment in the Department of Corrections, a fine of up to $5,000, or both for violations.

Takes effect July 1, 2012.
