Reenacts sections 47-5-701 through 47-5-729 of the Mississippi Code, which establish the Prison Overcrowding Emergency Powers Act.

Extends the repeal date of the Prison Overcrowding Emergency Powers Act from an unspecified earlier date to July 1, 2014.

Authorizes the Governor to declare a prison overcrowding state of emergency when prison system population exceeds 95% of operating capacity for 30 consecutive days and certain conditions are met.

Allows the Governor to order advancement of parole eligibility dates for qualified inmates by 30 to 90 days during a declared state of emergency, with eligibility dates reset if the emergency ends.

Establishes procedures for the Commissioner of Corrections and State Parole Board to report to the Governor and allows for additional parole date advancements if overcrowding persists beyond 60 days.
