Extends the repeal date of the State Parole Board from July 1, 2012 to July 1, 2014 under Section 47-7-5, Mississippi Code of 1972.

Maintains the Parole Board as a five-member body appointed by the Governor with Senate consent, with exclusive authority over parole grants and revocations.

Requires board members to possess at least a bachelor's degree or high school diploma with four years' work experience and serve full-time without other employment.

Authorizes the Parole Board to place offenders in electronic monitoring programs with program fees deposited into a special fund.

Requires an affirmative vote of at least four board members to grant parole for inmates convicted of capital murder or sex crimes.
