Reenacts sections 47-5-901 through 47-5-909 governing state offenders serving sentences in county jails when state correctional institutions lack physical space capacity.

Extends the repeal date for these provisions from an unspecified date to July 1, 2014.

Establishes reimbursement to counties at no more than $20.00 per day per offender for food and housing, plus negotiated medical care costs based on Mississippi Medicaid rates.

Allows sheriffs to petition the Commissioner of Corrections to remove inmates from county jails for just cause, including dangerous behavior or lack of adequate medical facilities, with the commissioner responding within 30 days.

Declares that housing state inmates in county jails is a temporary measure to address capacity limitations and not a permanent part of the correctional system's operating capacity.
