Extends the automatic repeal date from July 1, 2012 to July 1, 2014 for statutes establishing the Mississippi Department of Human Services, family protection worker/specialist standards, and the Division of Community Services.

Requires the Executive Director of Human Services to establish an organizational structure including specified offices: Family and Children's Services, Youth Services, Economic Assistance, Child Support Enforcement, and Field Operations.

Mandates that family protection workers without social work licenses must hold a bachelor's degree in psychology, sociology, nursing, family studies, or related field, complete four weeks of intensive training, and pass a certification test.

Requires the Department of Human Services to include specific information in annual reports to the Governor and Legislature, including office activities, service statistics, financial data, and recommendations for service improvements.

Establishes a Training and Testing Advisory Council composed of department representatives and members from professional associations to review and make recommendations on family protection worker training and testing programs.
