Authorizes youth court intake units to recommend and youth courts to order referral of children to youth court drug court as a disposition option in Section 43-21-357.

Prohibits registered sex offenders from accessing the Administrative Office of Courts' Mississippi Youth Court Information Delivery System (MYCIDS) without regard to conviction date.

Makes it unlawful for registered sex offenders to visit or be present at public beaches or public campgrounds where minor children congregate without advance approval from the Director of the Department of Public Safety Sex Offender Registry.

Requires registered sex offenders to immediately report any incidental contact with minor children to the Department of Public Safety Sex Offender Registry director.

Violations of sex offender beach and campground restrictions constitute a misdemeanor punishable by up to $1,000 fine and/or up to 6 months in jail, with Sections 1-2 effective upon passage and Section 3 effective July 1, 2012.
