Amends Section 63-11-19 of the Mississippi Code to remove the State Crime Laboratory's responsibility for calibrating methods, machines, or devices used in chemical breath analysis.

Retains the requirement that chemical analysis of breath, blood, or urine be performed according to methods approved by the State Crime Laboratory and Commissioner of Public Safety.

Maintains the permit system requiring individuals conducting chemical analysis to possess a valid permit issued by the State Crime Laboratory, subject to termination or revocation.

Specifies which law enforcement officers are authorized to receive permits, including State Highway Patrol, sheriffs and deputies, city police, campus police, and various other designated officers.

Takes effect upon passage.
