Authorizes political subdivisions to purchase liability insurance covering property damage from motor vehicles under their ownership, maintenance, operation or use.

Waives governmental immunity for political subdivisions to the extent of motor vehicle liability insurance purchased, and prohibits both the subdivision and insurer from asserting governmental immunity as a defense.

Limits political subdivision liability to damages sustained only while insurance is in force and only up to the policy limits; any jury verdict exceeding insurance limits must be reduced by the court to the applicable policy amount.

Applies to negligence of duly authorized officers, agents, servants, attorneys or employees acting in their official duties while operating or maintaining motor vehicles.

Takes effect July 1, 2012.
