Amends Section 31-7-13 of the Mississippi Code to allow agencies and governing authorities to determine the lowest and best bidder on public works projects based on lowest life-cycle costs rather than lowest initial price.

Requires agencies or governing authorities using life-cycle costs evaluation to include notice in the invitation to bid and specify the criteria for evaluating life-cycle costs.

Defines "life-cycle costs" as the total cost of ownership over the extended life of a public works project, including construction, operation, and maintenance costs, minus salvage value and environmental benefits.

Allows bidders to submit bids using different construction materials than specified if those materials would result in lower life-cycle costs for the project.

Takes effect July 1, 2012.
