Registrars must deliver all absentee ballots received by 5:00 p.m. on the day before an election to election officials by 9:00 p.m. on election day.

Registrars must prepare lists of registered voters who cast absentee ballots and deliver them to precinct managers before polls open; managers note anyone on the list who votes in person.

Election officials must examine absentee ballot envelopes and ballots at a public meeting held no later than 9:00 p.m. on election day and reject ballots from anyone who voted in person or fails other eligibility requirements.

Absentee ballots must be counted and added to precinct totals before votes are certified; separate absentee ballot boxes must be maintained for each precinct.

The bill applies to both general elections (commissioners of election conduct review) and primary elections (five party county executive committee members conduct review).
