Establishes the office of election commissioner as a nonpartisan office, prohibiting candidates from campaigning or qualifying based on party affiliation.

Prohibits political parties and affiliated committees from fundraising for, contributing to, or publicly endorsing candidates for election commissioner, and prohibits candidates from accepting such contributions.

Requires candidates for election commissioner to be listed in alphabetical order on ballots in a separate nonpartisan section with no reference to political party affiliation.

Amends Mississippi Code sections 23-15-213 and 23-15-367 to conform election commissioner qualification and ballot procedures to nonpartisan requirements.

Requires submission to the U.S. Attorney General or District Court for the District of Columbia under the Voting Rights Act of 1965 before the act takes effect.
