Extends the repeal date of the annual audit requirement for the Mississippi Boll Weevil Management Corporation Trust Fund from July 1, 2013 to July 1, 2016

Requires the corporation to provide annual audits performed by certified public accountants no later than November 15 for the preceding calendar year

Maintains existing provisions allowing cotton growers to be assessed up to $1.00 per acre for data collection and up to $12.00 per acre for boll weevil management programs through statewide referenda

Establishes that assessment revenues are held in a special trust fund within the State Treasury and disbursed upon requisitions signed by the corporation's board

Directs unused program funds to be transferred to the Boll Weevil Management Fund for potential use in future boll weevil outbreaks
