Amends Section 69-25-47 to add administrative and civil penalties (in addition to criminal penalties) for violations of noxious weed regulations under Sections 69-25-51 through 69-25-63.

Amends Section 69-25-109 to add administrative and civil penalties (in addition to criminal penalties) for violations of bee disease regulations under Sections 69-25-51 through 69-25-63.

Maintains existing criminal penalties: up to $1,000 fine or 6 months imprisonment for noxious weed violations, and up to $500 fine or 6 months imprisonment for bee disease violations.

Takes effect July 1, 2012.
