Expands mandatory reporting duty in Section 43-21-353 to include abuse or neglect occurring in out-of-home settings, requiring immediate reporting to Department of Human Services and law enforcement.

Establishes specific procedures for out-of-home abuse reports, requiring Department of Human Services referral to law enforcement within 48 hours and investigation to determine if youth court jurisdiction is needed.

Requires licensing agencies to investigate reports of abuse in licensed facilities and provide written findings to Department of Human Services, law enforcement, and district attorney.

Amends Section 37-11-29 to clarify that child abuse or neglect in school settings fall under Section 43-21-353 reporting requirements rather than the general unlawful activity reporting provisions.

Takes effect July 1, 2012.
