Requires drivers under age 17 to complete an approved driver's education course to obtain an intermediate license in Mississippi.

Driver's education course must be approved by the Department of Education or taught by a qualified driving instructor, with evidence of a passing grade or completion certificate required.

Allows persons age 17 or older who have never been convicted of moving violations to obtain a driver's license without completing driver's education or holding an intermediate license.

Maintains existing requirements for temporary driving permits (age 15+) and intermediate licenses (age 16+), including one-year violation-free holding period before license upgrade.

Takes effect September 1, 2012.
