Authorizes the Mississippi State Department of Health to adopt regulations allowing licensed acute care hospitals to establish and operate off-campus emergency departments.

Requires off-campus emergency departments to operate as provider-based units of a licensed Mississippi acute care hospital and comply with all applicable Medicare provider-based regulations.

Mandates staffing with board-certified or board-eligible emergency medicine physicians and implementation of procedures and protocols for patient triage and transfer.

Requires off-campus emergency departments to comply with the same clinical services, staffing, and physical environment regulations that apply to hospital emergency departments under Mississippi's Minimum Standards of Operation for Hospitals.

Limits off-campus emergency department locations to within 35 miles of the affiliated hospital and at least 5 miles away from any other licensed hospital.
