Requires administrative consolidation of all three school districts in any Mississippi county where all three districts are under conservatorship as of February 8, 2012, into one countywide school district.

Mandates election of a new five-member county board of education in November 2013, with board members elected from single-member districts aligned with county supervisor district lines; prohibits former board members from serving on the new board.

Consolidation must be completed by July 1 following the November 2013 election, with the State Board of Education authorized to administratively consolidate any district that does not voluntarily comply.

Abolishes former school boards and transfers all real and personal property to the new consolidated district; requires appointment of a new county superintendent (rather than election) who cannot be a former superintendent from the dissolved districts.

Requires submission of new school district boundaries to the U.S. Attorney General for preclearance under the Voting Rights Act of 1965 before the consolidated district becomes effective.
