Creates a special fund in the State Treasury designated as the "Milk Producers Transportation Cost Assistance Loan Fund" to provide loans to eligible milk producers for fuel and transportation costs.

Mississippi Development Authority administers the loan program to make interest-free loans to milk producers for fuel and delivery costs of milk.

Milk producers must produce and sell at least 300,000 pounds of milk during a calendar year to be eligible, with a maximum loan amount of $20,000 or actual costs incurred, whichever is less.

Mississippi State University Cooperative Extension Service promulgates rules and certifies milk producer eligibility; loans are amortized over 96 months with payments beginning on or after July 1, 2009.

Removes the repealer on the fund, allowing it to continue indefinitely; unexpended amounts do not lapse into the General Fund and investment earnings are retained in the fund.
