Creates a lien for airport authorities on all aircraft landing at their airport for unpaid landing fees and other rates and charges previously established in the authority's rules and regulations.

Allows airport authorities to enforce liens against nonresident debtor airlines by obtaining a writ of sequestration from a court of appropriate jurisdiction against aircraft operating under the airline's Federal Aviation Administration certificate.

Requires courts to find prima facie evidence of past-due fees, exigent circumstances, and that the authority has posted a corporate surety bond equal to 125% of the claimed past-due amount before issuing a writ of sequestration.

Grants nonresident debtor airlines an immediate evidentiary hearing to rebut the authority's claim and revoke the writ, and allows airlines to substitute a corporate surety bond equal to 125% of past-due amounts in place of sequestered aircraft.

Takes effect upon passage.
