Prohibits trains, railroad cars, equipment, or engines from obstructing vehicular traffic at railroad grade crossings on public streets, roads, or highways for more than 20 consecutive minutes

Exempts obstructions caused by power brake failure, mechanical failure, derailment, Federal Railway Administration directives, or circumstances beyond railroad control such as natural disasters or third-party actions

Protects railroad employees from prosecution when performing duties under railroad operating rules or supervisory orders

Establishes graduated fine schedule ranging from $200-$500 for obstructions exceeding 20 minutes up to $1,000 base fine plus $500 for each additional 5 minutes beyond 45 minutes, with a maximum penalty of $5,000 per 24-hour period

Designates the Mississippi Department of Transportation as the enforcement agency and makes the act effective July 1, 2012
