Creates a Division of Workers' Compensation within the Office of the Governor, transferring all powers, assets, and employees of the Workers' Compensation Commission as of June 30, 2012.

Vests responsibility for adjudication of workers' compensation claims in administrative law judges appointed by the Governor with Senate consent, with appeals taken directly to the Mississippi Supreme Court instead of to a commission.

Establishes an Executive Director position appointed by the Governor for a four-year term, requiring at least five years of experience managing private or public entities, with authority over case assignment and administrative operations.

Creates an advisory committee on Workers' Compensation Rules and Regulations composed of two members from the Mississippi Bar Association's Workers' Compensation Section and one from the Mississippi Trial Lawyers Association to review and propose rule amendments annually.

Takes effect July 1, 2012, and modifies multiple sections of Mississippi Code Title 71, Chapter 3 to reflect the transition from commission-based to administrative law judge-based adjudication.
