Extends the repeal date of the State Board of Funeral Service from July 1, 2012 to July 1, 2017.

Establishes four funeral establishment license classifications: full-service, branch, mortuary service, and crematory establishments, with specific operational requirements for each.

Authorizes the board to establish trainee and apprenticeship programs with maximum 64 hours per month employment requirement and completion timeframes of 12-18 months for funeral service and 24-30 months for funeral directing.

Defines terms including "first call," "mortuary service establishment," and resident trainee status; prohibits resident trainees from advertising as licensed professionals.

Revises procedures for dead body disposition authorization, allowing family members, guardians, public officials, and other designated persons to authorize disposition in specified priority order with new written consent requirements.
