Maintains existing licensing requirements that retail food establishments obtain annual licenses before engaging in business, with licenses expiring June 30 each year and not being transferable.

Preserves existing penalty provisions including misdemeanor charges up to $500 fine or six months jail, administrative penalties up to $1,000 for repeat violations, and authority to suspend or revoke licenses.
