Removes the repealer on the maximum aggregate amount of loans available under the Emerging Crops Fund administered by the Mississippi Development Authority.

Allows the Emerging Crops Fund to continue providing loans and grants for agribusiness, greenhouse production horticulture, small business concerns, minority business enterprises, and other agricultural development programs without a sunset date.

Maintains existing loan programs including agribusiness/horticulture loans up to $200,000-$400,000, minority business enterprise financing up to $250,000 per borrower, and sweet potato farming loan guaranties up to 90% coverage.

Effective July 1, 2012.
