Removes the requirement that candidates for county election commissioner submit a petition with 50 signatures of qualified electors from their supervisors district.

Requires candidates to qualify by filing only a written statement requesting to be a candidate with the clerk of the board of supervisors by 5:00 p.m. on the first Monday in June of the election year.

Requires candidates to declare their party affiliation in writing to the board of supervisors, which shall be displayed on the official ballot.

Directs the board of supervisors president to verify the candidate is a resident of the correct supervisors district and otherwise qualified before certifying eligibility to the county election commission.

Requires submission to the Attorney General of the United States or U.S. District Court for the District of Columbia for approval under the Voting Rights Act of 1965.
