Requires each state agency to develop and implement a policy for managing and selling surplus computer and electronic equipment, with hard drives degaussed and cleared of data within 90 days of replacement.

Allows agencies to offer surplus equipment first to primary users (30 days), then to other employees (45 days), with sales to employees priced at 10% above depreciated value and sales to public schools at 5% above depreciated value.

Establishes the Computer and Electronic Recycling Fund administered by the Department of Environmental Quality, funded by 25% of proceeds from equipment sales, to support market research, recycling contracts, and demanufacturing initiatives.

Directs the Department of Environmental Quality to study long-term disposal solutions and may establish rules banning computer and electronic equipment disposal in Mississippi landfills, effective no sooner than January 1, 2014.

Requires agencies to submit plans accounting for sale of used equipment to the Department of Finance and Administration by September 1, 2012, with the act effective July 1, 2012.
