Creates new crime of lewd or lascivious exhibition: persons age 21 or older who intentionally masturbate or expose genitals in lewd manner in presence of person under 16 years old punishable by up to 5 years imprisonment and/or fine up to $5,000.

Prohibits persons age 21 or older from intentionally transmitting obscene material via electronic mail, personal messaging, or internet communication to persons under 16 years old, with knowledge of the content and recipient's age.

Establishes escalating penalties for violations of obscene electronic communications: first offense up to $500 fine or 6 months jail; second offense (within 5 years) up to $1,000 fine or 1 year jail; third or subsequent offense (within 5 years) felony with up to $2,000 fine and/or 2 years state penitentiary.

Clarifies that undercover law enforcement involvement does not constitute defense to prosecution under either offense.

Takes effect July 1, 2012.
