Revises definitions under the Vulnerable Person Act to clarify that abuse and neglect apply to both the mental and physical health of vulnerable persons.

Expands the definition of "exploitation" to include actions taken pursuant to a power of attorney and to specify "illegal use" and "improper use" of a vulnerable person's resources.

Adds new definitions including "undue means" (use of deceit, power, or persuasion to influence a vulnerable person) and clarifies that abuse or neglect can include a single incident.

Extends the statute of limitations for prosecution of felonious abuse of vulnerable persons from 2 years to 5 years by adding these offenses to the list of crimes with extended prosecution timelines.

Effective date: July 1, 2012.
