Imposes a handling fee of 25 cents per case on each manufacturer or wholesaler whose alcoholic beverage products are placed in the Department of Revenue's liquor distribution center.

Creates a special fund called the "ABC Capital Expenditure Fund" in the State Treasury to receive all revenue from the handling fee, with unexpended balances carried forward and interest earnings deposited into the fund.

Authorizes the Department of Revenue to use fund money for any expenditure necessary to operate the liquor distribution center and grounds, including construction, maintenance, repairs, upgrades, and repayment of loans for such improvements.

Permits the Department of Revenue to borrow funds from Mississippi banks at interest rates not exceeding 8% per annum when the ABC Capital Expenditure Fund is insufficient, with repayment secured by handling fee revenue and the full faith and credit of the state.

Effective date is July 1, 2012, and applies only to products sold by the Department of Revenue on or after that date.
