Amends Mississippi Code Section 45-9-101 to clarify that out-of-state concealed carry permits for stun guns, pistols, or revolvers are recognized in Mississippi if they are valid, unrevoked, and unexpired.

Allows the Department of Public Safety to enter reciprocal agreements with other states that require written agreements before recognizing Mississippi's concealed carry licenses.

Maintains existing licensing requirements for Mississippi residents, including residency period, background checks, fingerprinting, and fees ($100 for initial license, $50 for renewal).

Preserves exemptions for law enforcement officers, chiefs of police, sheriffs, and licensed professional bondsmen from licensing requirements.

Takes effect July 1, 2012.
