Requires that when employees are dismissed or involuntarily terminated under this exemption, their positions and PIN numbers must be eliminated and cannot be refilled for four years.

Mandates that agency heads consult with the Office of Attorney General before taking personnel actions under this section to ensure compliance with state and federal law.

Requires new employees hired after the bill's effective date to still meet State Personnel Board employment criteria, and preserves protections for probationary employees and executive officers serving at the Governor's pleasure.
