Authorizes chancery and county courts to establish domestic abuse courts, with municipal and justice courts permitted to participate in county programs.

Defines domestic abuse courts as focused on victim safety and offender accountability through judicial monitoring, coordination with social services, and referral of participants to treatment programs.

Requires the Administrative Office of Courts to develop uniform operating standards covering establishment, funding, procedures, eligibility, and roles of domestic abuse courts.

Creates the Domestic Abuse Court Special Fund in the State Treasury for supplemental funding to all domestic abuse courts, with revenue sourced from court fines, grants, and federal funds.

Amends Section 99-19-73 to impose a $0.50 assessment on traffic violations, implied consent law violations, game and fish violations, and other misdemeanors and felonies, with proceeds directed to the Domestic Abuse Court Fund.
