Allows permit holders to file surety bonds of $1,000,000 or personal bonds secured by state or federal obligations as alternatives to insurance coverage.

Authorizes the State Liquefied Compressed Gas Board to promulgate and enforce regulations necessary for chapter administration, including safety standards for liquefied compressed gas storage, handling, and transportation.

Requires board regulations to conform substantially with National Fire Protection Association standards (NFPA 58 and NFPA 54) and allows board to adopt revised versions of these standards with Commissioner of Insurance approval.
