Reenacts sections 77-1-1 through 77-1-49 of Mississippi Code relating to the Public Service Commission's creation, powers, and duties, including commission composition, organization, and enforcement authority.

Extends the repeal date of Public Service Commission statutes from December 31, 2012 to December 31, 2013.

Maintains three-member commission elected from Supreme Court districts with commissioners required to possess Secretary of State qualifications and prohibited from owning stock in or working for regulated utilities.

Preserves commission authority over motor carriers, common carriers, telephone companies, gas and electric utilities through enforcement mechanisms including subpoena power, rate expert employment, and appellate procedures.

Transfers motor carrier law enforcement functions to Mississippi Department of Transportation with commission funding transfer and personnel relocation effective July 1, 2004.
