Reenacts Section 47-5-110 of the Mississippi Code of 1972, which grants the Department of Corrections commissioner authority over inmate placement and transfers across all state facilities.

Extends the automatic repeal date of this section from July 1, 2011 to July 1, 2014.

Maintains the commissioner's authority to assign offenders to appropriate facilities, transfer inmates between institutions, and place eligible offenders in restitution centers and community work centers.

Requires the commissioner to obtain sentencing court approval before transferring offenders to restitution centers and grants the commissioner immunity from liability for program participation determinations.

Allows the department to establish community prerelease programs for offenders with six months or less remaining on their sentences to participate in work, educational, and vocational activities.
