Defines dual enrolled students as high school students enrolled in community colleges or state universities, and dual credit students as those receiving both high school and college credit for postsecondary coursework.

Establishes that one three-hour university or community college course equals one high school Carnegie unit.

Allows qualified high school students to earn an unlimited number of college or university credits through dual enrollment programs.

Permits dual credit courses to be delivered through classroom instruction, online courses from Mississippi public universities and community colleges, Advanced Placement/International Baccalaureate exams, and instruction by qualified teachers or college instructors.

Requires courses eligible for dual credit to be approved by the local school district superintendent and the postsecondary institution's chief instructional officer, with courses required for graduation testing remaining ineligible.
