Authorizes the Department of Finance and Administration to sell, exchange, or lease the Robert E. Lee Building at 239 North Lamar Street in Jackson, Mississippi, after consulting with the Chairmen of the Public Property Committees of both legislative chambers

Includes a long-term lease arrangement (up to 60 years) or lease-purchase option for the adjacent Robert E. Lee Parking Garage as part of any conveyance

Permits DFA to retain easements for historic preservation purposes in any sale or lease agreement

Proceeds from the sale must be deposited into the State General Fund or used to purchase, lease, or lease-purchase other suitable office space for state use

State of Mississippi retains all mineral rights to the property regardless of sale, and any contracts entered before December 31, 2012 remain valid until expiration
