Amends Section 47-5-10 of the Mississippi Code to require the Department of Corrections to maintain a single cover sheet summarizing each offender's records.

Cover sheet must include: offender name and aliases, inmate number, social security number, photograph, court of conviction, cause number, conviction date, sentence date, total days in custody, date of actual custody, and any revocation dates of suspended sentences.

Department must include the cover sheet in all requests from courts, prosecutors, or law enforcement agencies for offender record summaries ("pen-packs").

Cover sheet must conform to Mississippi Rules of Evidence Rules 803(6) and 803(8) to qualify as an exception to the hearsay rule and may be admissible for enhanced sentencing purposes under specified statutes.

Act takes effect July 1, 2012, and does not intended to conflict with offender rights of confrontation under state or federal constitutional protections.
