Allows school districts to permit public use of indoor and outdoor school property during nonschool hours for recreational purposes or sports, provided such use does not interfere with school operations.

Grants immunity from liability to school districts and school personnel for injuries or losses arising from public recreational use of school facilities, except in cases of gross negligence or willful/wanton misconduct.

Directs the Department of Education, in consultation with the State Department of Health, to develop a toolkit for school districts including liability information, model shared-use agreement language, technical assistance resources, community partner lists, and available grants or funding opportunities.

Encourages school districts to enter into shared use agreements with community organizations and local governments, and requires districts to address community recreational facility use through their School Health Councils.

Takes effect July 1, 2012.
