Amends Section 27-104-7 of the Mississippi Code to require the Public Procurement Review Board to adopt regulations mandating publication of state agency lease requests on the Department of Finance and Administration website.

Requires agencies requesting to lease space outside state buildings to provide specific information for publication, including the leasing agency name, lease terms, square footage, space use, location desired, contact information, proposal deadline, and other relevant conditions.

Applies to all state agencies and departments, including those financed entirely by federal funds, when leasing space outside buildings under the Department of Finance and Administration's jurisdiction.

Exempts the Mississippi State Port Authority at Gulfport from the procurement review regulations in subsection (2).

Takes effect July 1, 2012.
