Establishes the Mississippi Commission on Human Relations comprised of nine members appointed by the Governor (3), Lieutenant Governor (3), and Speaker of the House (3), all subject to Senate confirmation, with no more than five members from the same political party.

Designates commission members to serve six-year terms with staggered initial terms of two, four, and six years; requires members to be broadly representative of racial, gender, religious, ethnic, socioeconomic, and professional groups, with at least one member age 60 or older.

Declares discrimination based on race, religion, color, sex, age, national origin, or disability as unlawful and a matter of state concern, and empowers the commission to promote fair treatment and equal opportunity for all persons.

Grants the commission authority to investigate complaints, conduct hearings, cooperate with federal agencies under civil rights laws, accept grants, provide technical assistance, and submit annual reports with recommendations to the Governor, Attorney General, and Legislature.

Assigns the commission to the Office of the Governor for budgetary and administrative purposes and directs all state departments and agencies to cooperate with the commission in implementing the act; effective July 1, 2012.
