Establishes definitions for "active licensee" (builders/remodelers engaged in construction) and "inactive licensee" (licensed but not engaged in construction) under the Residential Builders and Remodelers Act.

Authorizes the State Board of Contractors to require liability insurance as a condition of licensure, with exemptions for inactive licensees who are also exempt from workers' compensation insurance requirements.

Allows inactive licensees to convert to active status upon application and meeting all licensing requirements.

Revises exemptions to clarify that employees of licensed builders are exempt provided they are not building residences for sale, and that persons constructing two or fewer residences are exempt only if not building for sale.

Takes effect July 1, 2012.
